MPA responds to Government release of Copyright and Artificial Intelligence Progress Report

MPA Chief Executive Officer Paul Clements responds to the Government’s Copyright and Artificial Intelligence Progress Report. The report shows that an overwhelming majority of respondents to the Government’s ongoing AI and copyright consultation oppose its preferred policy approach of introducing a text and data mining (TDM) copyright exception for AI companies training models on creative works. “The Government’s AI and copyright consultation has delivered an unmistakable verdict: the UK’s public and businesses do not support weakening copyright to accommodate AI training.
The evidence is compelling. Just 3.5% of respondents supported the introduction of a copyright exception for AI training, while an overwhelming majority, 88% called for greater support for licensing. In light of this, the Government must maintain its recent focus on enabling innovation through fair and effective licensing, alongside stronger transparency measures that allow rightsholders to identify use of their works and enforce their rights. Only through this balanced approach can both AI development and the creative industries thrive.
